Ruislip noise-nuisance bar ordered to pay more than £14,000 court costs

The license-holders of a noisy Ruislip bar have been ordered to pay more than £14,000 in court costs after failing to overturn Hillingdon Council’s decision to reduce the hours for regulated entertainment on their premises licence.

In January this year, the council’s Licensing Sub-Committee agreed to reduce the hours of Kho Kho bar and restaurant’s regulated entertainment, to end at 11pm, following complaints from neighbouring residents of late-night noise dating back to summer 2019.

The licensees initially appealed the council’s decision, and the appeal was due to be heard at Uxbridge Magistrates’ Court in November but it was abandoned by the licensees after the court dismissed their application to adjourn.

The council then applied for costs and was awarded costs in full by the court, totalling £14,357.50.

The council’s anti-social behaviour team had investigated the premises on several occasions following complaints of loud noise late into the evenings. This began with a noisy extractor fan in June 2019, then residents raised alarms when an organised fireworks display was held in a narrow space next to the bar in November 2021.

Despite telling the council they would keep the noise down, the issues continued and resulted in the Licensing Sub-Committee taking appropriate action.

Cllr Eddie Lavery, Hillingdon Council’s Cabinet Member for Residents’ Services, said: “This is a brilliant result reflecting the hard work of our anti-social behaviour team and which upholds the council’s original decision to reduce the hours of this licence.

“We support all local businesses, but where they cease to have a positive effect in local communities we will always step in and stand up for residents.”
